
Joe Gagnon

Former Associate Director, Division of Monetary Affairs and Former Associate Director, Division of International Finance at the US Federal Reserve Board
Joe E. Gagnon is a senior fellow at the Peterson Institute for International Economics since September 2009. Previously he was visiting associate director, Division of Monetary Affairs (2008–09) and associate director, Division of International Finance (1999–2008) at the US Federal Reserve Board. He has also served at the US Treasury Department and has taught at the Haas School of Business, University of California, Berkeley.
Joe is author of Flexible Exchange Rates for a Stable World Economy(2011) and coauthor of Currency Conflict and Trade Policy: A New Strategy for the United States (2017). He has published numerous articles in economics journals, including the Journal of International Economics, the Journal of Monetary Economics, the Review of International Economics, and the Journal of International Money and Finance, and has contributed to several edited volumes.
He received a BA from Harvard University in 1981 and a PhD in economics from Stanford University in 1987.
