Washington, DC – WestExec Advisors is pleased to announce Admiral William “Bill” Moran, USN (Ret.) has joined its distinguished team of principals.
ADM Moran is the former Vice Chief of Naval Operations and the former Chief of Naval Personnel. He recently retired, culminating 38 years of service as the U.S. Navy’s second-highest ranking officer. In his last role in the Navy, ADM Moran led many important budget initiatives and contributed on all key operational decisions. He was responsible for guiding an annual budget of over $160 billion. ADM Moran’s operational experiences, unparalleled expertise in guiding the Navy’s human resource management and programmatic processes, and strategy development across the highest levels of the Department of Defense will be invaluable to WestExec’s aerospace, defense, and technology clients as well as to its capital advisory practice.

WestExec also welcomes Rachel Ellehuus, former Acting Deputy Assistant Secretary of Defense for European and NATO Policy in the Office of the Secretary of Defense, to its ranks. In this capacity, Rachel was the principal advisor to the Secretary and Deputy Secretary of Defense on all security and defense issues related to NATO and European affairs. Her office managed the Department’s NATO activities, cooperation with the European Union, and bilateral relationships with 32 European countries, covering issues such as NATO adaptation, U.S. basing in Europe, NATO-EU relations, Brexit, the Arctic, and Turkey. Rachel is currently deputy director and senior fellow with the Europe Program at the Center for Strategic and International Studies.
