Former Deputy National Security Advisor and Former Assistant Secretary of Defense for International Security Policy
Dr. J. D. Crouch II is the CEO & President of the United Service Organizations, the leading non-profit supporting U.S. service members and their families since 1941. He also currently serves as a Senior Advisor to the President of CSIS.
J.D. was Chief Executive Officer of QinetiQ North America (QNA), now part of Peraton. He also held positions with QNA as President of the Technology Solutions Group and Executive Vice President for Strategic Development.
He served as Assistant to the President of the United States and Deputy National Security Advisor from March 2005 until June 2007. He reported directly to the President as a senior advisor on national security matters, chaired the sub-cabinet Deputies Committee, and was second in command at the National Security Council.
Prior, J.D. was U.S. Ambassador to Romania where he managed this complex relationship at the time of Romanian military deployments to Iraq and Afghanistan. He directed the Embassy team involved in developing new and promoting existing U.S. business opportunities in Romania.
During President George W. Bush’s first term, J.D. served as Assistant Secretary of Defense for International Security Policy. In that role, he was the principal policy advisor to the Secretary of Defense for missile defense, nuclear forces, NATO, Europe, Russia, the Central Asian Republics, the Caucuses and the Balkans, technology security and export policy, counter-proliferation, and arms control.
He has also served on several government advisory boards, including as past Chairman of the Secretary of Defense’s Defense Policy Board, and a member of the NSA Advisory Board, the Missile Defense Agency Advisory Board, and the EUCOM Advisory Board. He was also a member of the Helsinki Commission.
From 1993 to 2001, and late 2003 to 2004, Dr. Crouch was Associate Professor of Defense and Strategic Studies at Missouri State University in Springfield, Missouri. He co‑founded and was Chief Marketing Officer of PalmGear.com, the Internet’s leading PalmOS App Store from 1995-2001.
His previous experience includes positions as Principal Deputy Assistant Secretary of Defense for International Security Policy in President George H.W. Bush’s Administration, and Military Legislative Assistant to Senator Malcolm Wallop and the Senator’s staff designee to the Senate Armed Services Committee. During the Reagan Administration, he was a special assistant to the Assistant Director for Strategic Programs in the U.S. Arms Control and Disarmament Agency and a U.S. Advisor to the Nuclear and Space Arms Talks with the former Soviet Union.
On two occasions, J.D. has been awarded the Department of Defense Distinguished Public Service Medal. He received the Alumni Merit Award from the University of Southern California in 2006 and the Military Merit Grand Cross with White Ribbon, from the Kingdom of Spain in 2003. He was the 2000 Missouri Deputy Sheriff of the Year.
J.D. holds a Ph.D. , M.A., and B.A. in International Relations from the University of Southern California. He served pro bonofor ten years as a reserve deputy sheriff in southwest Missouri and as a member of a multi-county Special Response Team. He is an avid outdoorsman and conservationist. He lives In Virginia with his wife Kristin and has two children, Lara and Jake.
